LONDON, Nov 13 (Reuters) - British Prime Minister Rishi Sunak on Monday appointed Victoria Atkins, formerly Financial Secretary to the Treasury, as the new Secretary of State for Health and Social care as part of a reshuffle of his senior team of ministers, his office said. Atkins replaces Steve Barclay, who was moved to the Department for Environment, Food and Rural Affairs. She will assume oversight of the National Health Service (NHS), Britain's state-funded health system that is under pressure from industrial action by health workers and a growing list of patients waiting for treatment. There are currently around 7.8 million people waiting for NHS treatment, a new record high, compared to about 7 million a year ago. To put that in perspective, the U.S. consumed about 10,000 tons of rare earth elements annually over the past decade. Rare earths are used in advanced military technology, electric vehicles and other applications. Potential boon Atkins told CNBC on Monday that it is logical to think rare earths could be sitting undiscovered elsewhere in the U.S. "This might be something that will kind of awaken the thought that there might be different uses for coal," Atkins said. Ramaco last month started developing the Brook Mine, the first new rare earth mine in the U.S. since Mountain Pass Rare Earth Mine opened in California in 1952.

The national team will play the Tennessee Lady Vols on Nov. 5 in Knoxville and Duke on Nov. 12. One of the downsides of taking new anti-obesity medications is that patients tend to lose lean muscle mass along with body fat. "This is a major shortcoming in terms of not just quality of life for the patients who have to lose lean muscle mass, but there's actually room to improve on the weight loss and there [are] other metabolic benefits to improving your lean muscle mass ... [including] you might have better durability of weight loss." The drug is being tested in a phase 2b study alongside semaglutide to protect against loss of muscle mass. Until then, patients will need to watch what they eat and focus on exercise just as they would on any other weight loss regimen. When that occurs, muscle loss will be an even bigger issue than it is now.

(AP) — Norfolk Southern's CEO pledged to continue working to improve safety after consultant the railroad hired following the fiery Ohio derailment recommended making sure that safety is truly a priority at all levels and continuing many efforts it has already begun. And that is exactly what we are doing.”A previous report from the Federal Railroad Administration said that Norfolk Southern had too often been content to do only the minimum required to ensure safety. Shaw said this report is just one of the initial steps to improve safety on the railroad and Atkins will continue to recommend improvements over the next couple years. The consultant recommended that the railroad continue to work with labor leaders to find additional ways to improve safety. While working to improve safety, Norfolk Southern also pledged to make improvements to more than 70 of its facilities across 22 states in the eastern United States as part of an effort to improve morale.

SACRAMENTO, Calif. (AP) — California may soon lift a ban on state-funded travel to states with anti-LGBTQ+ laws and instead focus on an advertising campaign to bring anti-discrimination messages to red states. California started banning official travel to states with laws it deemed discriminatory against LGBTQ+ people in 2017, starting with Kansas, Mississippi, North Carolina and Tennessee. Since then, the list has grown to include a total of 26 states, most of them Republican-led, following a surge of anti-LGBTQ+ legislation these past few years. California lawmakers in the state Assembly on Monday passed legislation to end the travel ban. Atkins, who is a lesbian, said the travel ban has helped raise awareness about many anti-LGBTQ+ issues, but it has also led to unintended consequences.
